民間の運営でかつ地方自治体の補助を受けないで建設された高齢者向け集合住宅としては、当時日本で数例目の建物です。建設計画を進める中で補助を受けるべくオーナーと検討していくうち、必要ない室や設備を設ける必要がある事が問題になりました。広い玄関や娯楽室、不必要に広い廊下や各階の共同便所など明らかに運営側から考えると負担の大きいものになるのは間違いありませんでした。しかしその設置基準の意図は国の予算を投資する目的として、福祉施設を充実させていくと同時に地方の建設業に2次的に資金をいきわたらせるという側面があったようです。この施設は地域の高齢者の行く末を案じられたオーナーがあえて地元の良好住宅地に建設を決められた施設で必要ない室を作る余裕などありません。建物のいびつな形は、住居地域の日影規制をクリアするために検討を重ねた結果です。
Care Mansion Mimosa
At the time, it was the only building in Japan to be built by a private company for the elderly without subsidies from local governments. While we were discussing with the owner about receiving subsidies while proceeding with the construction plan, the need to install unnecessary rooms and equipment became a problem. There was no doubt that the large entrance hall, entertainment room, unnecessarily wide corridors, and shared toilets on each floor would be a heavy burden from the management side. However, the intention of the establishment standard seems to have been to invest the national budget, and at the same time to improve the welfare facilities, and at the same time to distribute the funds to the local construction industry. This facility was built in a good local residential area by the owner who was worried about the future of the elderly in the area, and there is no room for unnecessary rooms. The distorted shape of the building is the result of repeated examinations to clear the restrictions on shade in residential areas.
